The Santa Barbara County Planning Commission is scheduled Wednesday to discuss a proposal to build a winery on the 24.4-acre Vincent Vineyard property facing the east side of Highway 154 at Roblar Avenue.

Discussion of the project was continued from the commission’s Oct. 17 meeting.

The proposal includes developing a vineyard and wine production facility, including a 3,000-square-foot tasting room. Parking for 35 vehicles is planned, plus 15 employee spaces, on the property at the intersection of North Refugio Road and Roblar Avenue.

In addition to wine tasting hours between 10 a.m. and 4 p.m. Monday through Friday, the plans call for a maximum of six events of up to 300 guests in any year, plus 12 other special events a year with a maximum of 200 guests each.

The county is going through a public process to revise its wine ordinance — including a definition of what does and doesn’t constitute the commercial use of agricultural property — which would affect the kind of facilities Vincent is requesting.

The controversial issue has pitted many people in the local wine industry against neighbors of various wineries who complain about noise and traffic created by “special,” or “winery” events, in addition to concerns about drinking drivers and the cumulative impact of multiple approvals.

The biggest issue involves special events at rural wineries — how they should be defined and how many should be allowed.

The commission meets at 9 a.m. Wednesday at 123 E. Anapamu St., Room 17, in Santa Barbara.
