The Central Coast Regional Water Quality Control Board will meet Thursday and Friday in Santa Barbara to discuss aspects of the state’s Onsite Wastewater Treatment System Policy, the Irrigated Lands Regulation Policy and building environmental justice on the Central Coast.
Board members will meet from 9 a.m. to 5 p.m. both days in the Planning and Development Department hearing room on the first floor of the County Administration Building, 105 E. Anapamu St.
During the first day, board members will hear a status update and an outline of the next steps regarding the Local Agency Management Program for implementing the Onsite Wastewater Treatment System Policy.
Also on the first day, several guest speakers are scheduled to give presentations during a discussion of the healthy soils projects and the composting and gleaning aspects of the Irrigated Lands Regulatory Program.
Those expected to present information are Allegra Roth of the Community Environmental Council, speaking on “Healthy Sills, Water and Climate Resiliency — The Big Picture”; Dan Noble of the California Association of Compost Producers, talking about “Composting and Possibilities of Unharvested Crop Material”; and Roxanne Sanders and Emily Wilson of GleanSLO, whose topic will be “Gleaning: Rescuing Unharvested Crops.”
On the second day, Susana De Anda of Community Water Center is scheduled to give a guest presentation during a discussion about building environmental justice capacity in the Central Coast Region.
Environmental justice refers to fair treatment and involvement of all people, regardless of race, color, national origin or income, in developing, implementing and enforcing environmental policies and laws.
During a closed session set for the end of the second day, board members plan to discuss three cases of litigation originating in Santa Barbara County, including one regarding the Casmalia Hazardous Waste Site.
The others are U.S. et al. v. HVI Cat Canyon Inc., formerly known as Greka Oil & Gas Inc., and a resolution regarding the Plains Pipeline LP Refugio oil spill in Gaviota.
